I believe that’s the Trex Transcend Lineage in Biscayne. I used this for my grandmas deck and it’s beautiful. Does not get hot in the summer and has a realistic look to it.
You have exposed cuts on your stairs. Maybe you could bevel the riser cuts on the fascia and bevel the riser board ends for a clean finish. You're to good to have this kind of fail. No exposed cuts allowed my friend.

Is the entire deck Rocky Harbor? We looked online and liked that color but saw it in a store and it didnt look that that board in this video (which we like). Also is there facia that matches all colors

Can you cut the sleeve flush to the top rail and place a decking board on top of all the rails?

Yes it is Rocky Harbor.
The fluorescent lighting in the stores is probably off the colors.

Two six foot railing sections on the side = 12' , two six foot railing sections plus a 4' wide stairway = 16'. I think they are right!
