Mr. Satish, I did see top ends of concrete piles at the pile cap zone are with some straight and bent bars. Are bent bars for fixed connections and straight bars for pinned? Thanks in advance for the reply.

Basically its very much analogous to shear connection and moment connection where the most of the shear connected are connected at the web only.

Gusset plates help connection between column and base plate. Here we are talking about connection between baseplate and pedestal.
