This is ridiculous. Popes cannot resign at all. They are successors to an Apostle. It is better to transfer power to someone and just stay in a ceremonial position than resign from the chair of Saint Peter. The Bishop of Rome dies on his throne, he does not abdicate.
Tell that to Celestine. And to Benedict. He as Pope declared it possible to resign, before he resigned, and set up all the protocols that must be used for any future popes who choose to resign.
