Hello sir why my fuel filter is half dry empty. I have astra 1.7 2005, 1686 74kw. What should I do. ?

The blue thing on the hose, what is it called, since on my Antara it's white and is not quite the same. Im checking if mine is original or if somebody swapped it (i bought it second hand). Thank you.
