This is horrifying the uses of this technology could lead to extremely dangerous results as putting innocent in jail

Jail? This could start wars and even if the combatants realize they were fooled, it may be too late and people will already be dead, nukes may already be flying.
I say at the least heavily restrict or outlaw the use of this technology before a viable solution is found. I'm not the one to say that a technology should be made illegal, but the demonstrated risks posed by this tech far outweighs the potential benefits.

There is already programs that can make speeches from persons voice samples as well. What I'd like to know (though i don't want to find out) is if the portion of the population that mistakes actors for their TV characters, worships movie stars while knowing everything they've seen them in was a pre-scripted and calculated production, knows a news channel is skewed but still files what they hear as truth, will this type be simply driven to lashing out when they're shown someone saying something terrible, which was never actually said, but it looks so real that it's then classified as real by some people.

If you back up your media to Google, checkout your Google Photos. I recently discovered that they have a search option for every "face" for people and animals in your photos at least, and you have the option to name them. I never organized this myself, they just magically gathered profiles of each of these people "for my convenience" and I've never asked for this. This is all already happening.
This is truly amazing and yes it could do a lot of good in the long run but I think the risk is very high for corruption with this, as well.

It should be illegal for anyone to use someone else in your videos, unless you make it clear that it is fake and you clearly state what your intention for the video is in the beginning.
If someone chooses to use themselves to create a fake situation, to defraud or deceive others, they will be prosecuted accordingly.
