It isn't. R.A. Salvatore (the lead script writer) wrote a bunch of books for the Forgotten Realms setting (mainly The Legend of Drizzt novels) and the game features the aforementioned Drizzt.

Divinity 2: Ego Draconis (Divinity II), you can control a dragon. But if i remember correctly it takes quite some time to gain that ability.
You asked after games in which one controls dragons a lot. The one that comes to mind for me is Drakan: Order of the Flame. In that game there's a fair bit of combat and travel via dragon-riding, as I recall. (And to clarify, this does then put the player in control of the dragon.)

oh wow, I used to play The Two Towers all the time and I can definitely see it's DNA leaking into this game in a good way.

We need more of these nerd games and as a proud nerd i cant wait to play more of those. Damn i want a new Champions of Norrath. And game with Dragons to control Drakengard is one of those.
Oh man, I'm one of the ones who mentioned this game in the Gauntlet video. I seriously didn't think I'd end up seeing Matt play it, but I'm glad he did. And, it actually is as cool as I remember it being, so that's neat. I'm glad that 15 year old me had at least some good taste. This game is pretty sick guys. If you get a chance to play it, definitely do.

For a "Play As A Dragon" game, there's Divinity Eco Draconis (one of Larian's earlier games).
Has Matt played The I of the Dragon? It's an RPG-sim where you literally play a spell-casting flame-breathing dragon and you can eat the monsters when you get hungry. Kind of slow at start, but overall a nice game
For the love of god, we should kickstarter Matt to play DnD with other nerds.

It's also directed by Yoko Taro and the first game is the prequel to the Nier series.
Matt, if you haven't already, try that Beast Wars game on the N64. I remember renting that game when I was a kid and playing it with my younger brother. It was weird. Perhaps a potential Worst Fighting Game subject?

if your looking for a game where you play as a dragon exclusivly, on pc there is a game called I of the dragon. its a bit old but you only play as a dragon can attack and burn villigies and swoop down to eat live stock to restore health there are three dragons to play as kinda like a class system. its pretty good if you like old school jank. and tha game is like dirt cheap being only 6.99 on steam
yeah, there's like a red/fire dragon, green poison dragon, and a black darkness dragon I think...?

Drakkan: The Ancient's Gates and Drakengard (1, 2, & 3) come to mind. There is a game on the ps2 where you play as a dragon 100% of the time that doesn't even have a rider. I don't remember the name of it, but considering it was on the ps2 specifically should make finding the title a bit easier. It's about as dragon-based as it gets and it's janky as hell lol

Stormfrton Studios also developed The Lord of the Rings: The Two Towers on consoles. This was their first game after that

Other games where you can control dragons: Reign of Fire, based on the dragon movie Reign of Fire. And the recent Century: Age of Ashes, an online f2p game where you’re a dragon rider and burn other dragon riders.

Reign of Fire has an entire dragon campaign. The human campaign is a bit naff but munching idiots and burning their fields makes the dragon stuff pretty good.

You play as a dragon in a game The I of The Dragon. It's on Steam. It's JANK as fuck but I played it as a kid and it's kinda nostalgic to me. If you ever play it I strongly advice to set the difficulty to the lowest one.

Drakengard 1, 2, and 3, were all good games with dragon portions.
When you have a huge exposition dump, hire Sir Patrick Stewart to do the narrating, that's a surefire way of making people pay attention.
Also, I think you control dragons in the Drakengard games? I'm not sure, as I've never played them.
Edit: Panzer Dragoon! Although I also never played the games, and they are probably very hard to come by now.
