I think that thing about the actress being a grown woman is just an extension of a previous joke they've made about not being able to tell asians' age based on how they look

They talked about how they did it, It’s a custom made coil that’s been cut in half from top to bottom, when filming they simply closed it together and put tape around the joins then painted them blue to look like one complete coil instead of two halves
The fact that Frank has that boundary reminds me of how Danny Devito took care of Mara Wilson during the filming of Matilda because her mom was getting treated for cancer. It was sweet. Danny Devito is sweet.
