I think that thing about the actress being a grown woman is just an extension of a previous joke they've made about not being able to tell asians' age based on how they look
I don't thinkt they could ever get anyone anywhere near as good as DeVito to play Frank. I mean it's clear that the character is written for him, it's pure comedy gold.

The fact that Frank has that boundary reminds me of how Danny Devito took care of Mara Wilson during the filming of Matilda because her mom was getting treated for cancer. It was sweet. Danny Devito is sweet.
