They think means, quartz is extreamly stable, and data is engraved by splitting SiO2 -> Si +O2
With a extreamly high temp laser in a microsopic level (1000s of degrees).
So only way the data looses is Si+O2 -> SiO2 reaction, which acroding to calculations, will take 13billion y to occour (and those calculations on normal everyday reactions do provide acurate reaction times).. but 13b years can't be can't be tested or measured right?

ill fitting kiber crystals arint data storage but power sorces, your looking for the diamond battery friend, and yes while it does exist and can generate power steadily for tens of thuasands of years, that power currently is very low, so we arint using diamond batterys to power any thing big, but such batteries can be stakked to increase power output, so id imagine future satilights and space probes will have a supply of them to keep systems running through the long centures and millenia of space travel. tech like this will have a small part in carrying us to the stars one day.
