The display cases are from the house upgrade you can purchase, once you buy the house a quest will activate having you go to a general goods shop where you can buy the upgrades. I don't know anything about being "royal" enough to purchase the house, I just asked the count and easily was able to buy the house. Perhaps you can try the Knight of the White Stallion quest if you haven't done that yet. I have also completed alot of the game besides that, so I have no solid lead for you, sorry.
@nicBillsmashBro No, this is the Rosethorn Hall, across the street is a locked house with a skeleton in it however. That house is apart of an incompleted quest so you won't find any information about it ingame.
