For this achievement, you must use every character that, by default, walks on the ocean floor in deep enough water. The easiest place to get this is in the hub world, the level select area has a deep enough section of water if you move towards the screen.
You'll need to unlock the following characters by playing through the levels, then finding/buying them as they wander around the hub world. Then hold Y to choose and switch to them.
You need to use every character on the ocean floor in one play session, or you won't get the achievement.
The characters needed, in order on the character selector. I have included the unlock codes for some characters. Unlocking them will not effect your achievement. I used the codes to unlock some at the beginning and the rest i unlocked and Purchased.

As for the rest of the characters, you will need to unlock them via the story mode. Once they are unlocked you will find them in the port wondering around. I found a majority of my characters in the bar areas... They kept walking in while i was smashing everything up. Hit them a few times and then you can buy them. There are also a few by the area where you get the miniships and maybe about 5 characters on the beach area.

I remember years ago i was trying to use the medalion on the beach to get the entire collection of characters walking on the seabed but now i know its just the ones who can walk on the seabed without it 😂

When it is said "Sea Bed", I thought I meant a bed characters could sleep in Blackbeard's ship in the fourth story's second chapter, not the amounts of sea in the hub.

I did all of them already but ı cant get achievement
@360FAMOUZ360 You can unlock him but going to the port, Press pause to get the menu up, go to extras and add in Gunner (Unlock Code: Y611WB) This will unlock him. It will not effect your achievements, i unlocked him and a few other characters and once i unlocked there rest i got the all my achievements. I have placed some more unlock codes in the description. For more unlock codes to a few more I have a video providing you with more codes. (See Description)

@myfwanwy All at the same time.. You cant do some and go back. Thats why i waited until i had all my characters unlocked and just did them there and then.
i liked because this really helped because i didn't know how to do it and there were no other tutorials on the achievement so thanks :D

@D3Cv1 i found him in the port like al the other characters but he is rare
when u do it do u have to do them at the same time in a row or can u do them at diff times like u do one play a level do another one does that count?

Also, something I want to share is something really cool I discovered today:
Step 1: Go to the Beach.
Step 2: Use the Compass to find the Aztec Medallion.
Step 3: Switch to any character you want to try it (Exept Davy Jones and Wyvern, those won't work).
Step 4: Grab the Medallion.
Step 5: ????
Step 6: PROFIT!

Lol, helps but don't try and copy achievement hunter with the intro and that. Just a bit sad shows you can't be independent.
