With your key on.Pick On duty on the left column. In the middle column where is says “special condition” select YARD MOVEMENT. On the right column select yard movement on the first drop down menu and that works for me. To take off yard movement the key must be on. If your key is off the full menu for the special condition column will not pop up.

You have to stay under 5 mph. If not it will kick you back into on duty driving
