Get a solar panel electric sheep fence. Goats and sheep will learn some respect. A long handled aluminium fish net and a bright spot light will stun him in the nightime allowing you to drop the net on him.

My Dad in the Farm would put Barbed wire to prevent Goats and sheep or cows from destroying Things.
Please re-enforce that grow out cage.
