One of the most interesting things about Harley is that, despite all the terrible things she's done, it's hard to label her as an evil person. You can be horrified by her ability to slaughter, injure and torture other people but she almost always maintains enough humanity to prevent her from being tossed into the "irredeemably evil" category. Unlike the Joker, Harley can genuinely care about people. The Joker is evil - even in The Killing Joke where he's portrayed as a man who "had a bad day" he never even tries to reform despite Batman's offer to help him - but Harley actually has redeemable qualities and on several occasions she has tried to change for the better. It's even implied that she eventually succeeded at the end of Return of the Joker.
I recently watched the Injustice: Gods Among Us and Injustice 2 "movies". It's a little surreal to see Harley in the Justice League but in a good way. I've read some pretty good fanfics about her being a member of the Justice League but outside of fanfiction, we don't often see Harley fighting for the good guys, unless she's being coerced like in Assault on Arkham or Suicide Squad (I don't think Amanda Waller even counts as a good guy anyway), so it's always nice to see her willingly side with the heroes. She even stood up to the Joker when she had that vision due to Scarecrow's fear toxin. I wish she hadn't just disappeared from the second game's storyline after Wonder Woman stabbed her though. Plus, I didn't like the fact that Poison Ivy just tossed away their previous friendship.
Harley Quinn is better at being the Joker than the Joker himself. The Joker is supposed to be Chaos personified. While he does this well, his moral compass is never chaotic. It stays in one place, always being villainous (To use DnD terms: Chaotic Evil). However, Harley is truly unpredictable, jumping around from good to bad to neutral to undefinable.
He is totally predictable in the sense that he will always be horribly unpredictable, and will hurt you, you can always expect the worst thing you did not expect from him, but you will never know what to expect from her, as he will always be your adversary but she can be anything she wants to be without him holding her back

Pretty much the entire Injustice series, but there a loads of other times you missed. Mostly during her time as a landlord, where she helped out lots of people - even Superheroes. There's also the episode in The Animated Series, where she gets reformed, accidentally ends up kidnapping a girl due to a pure misunderstanding, and while trying to evade cops and criminals and the girl's General father still keeps her safe throughout the whole thing and hands her over to Batman and Robin first chance she gets. And after Batman delivers her back to Arkham, he ends up getting her the new dress that she bought (but forgot to remove the security tag for), saying that he had a bad day too, once. Harley's great because she's a villain, but only under the influence of the Joker. Otherwise she's actually a good person - albeit a little violent.

Harley's one of those characters who's commited some pretty unspeakable crimes but also has the ability to spend their entire life atoning for said crimes. The complexity of how this happens is all the juicy stuff, but it's just so great to watch her grow a little closer time after time to actually leaving behind the evil for good, and making up for all the crimes. Maybe one day Harles will actually be a straight up hero, dealing with more internalized evils rather then external.
If this video was released at around the time Season 3 of the Harley Quinn Show had reached it's season finale, I'm willing to bet that a lot her deeds in that season would've made it on this list. From save Batgirl from the Mad Hatter, comforting Bruce Wayne/Batman while he was dealing with a mental crisis, saving Gotham from a zombie outbreak that Bruce Wayne caused, preventing Poison Ivy from conquering Gotham, and even joining the Bat Family after Bruce Wayne was arrested. Needless to say, Harley's done a lot of good in this one season.
Sometimes, there are characters that I wish they would just have the guts to go and make full-on heroes or antiheroes, and quit with the back and forth, good or evil BS. Harley Quinn is one of those characters.

Harley Quinn was always an odd one for me when I was younger, I understood that she helped the joker in his plots but I never considered her to be fully part of his schemes. While Batman offers redemption to both the joker and Harley, only the Joker fully refuses his help as, quote "I'm far beyond any form of help". This is true since the joker constantly hurts the people around him, from the thugs he hires to the only one who loves him even as the insane clown killer. Harley however has accepted Batman's help by gonig back to Arkham again and again despite being beat up by Joker and Batman(To disarm her). But even when she tries to go back to reality and has a normal life, she finds it boring and dull. This leads her to crave the adrenaline rush of crime, being with the Joker, and having him abuse her. Despite her saying she is through with the joker time after time, a simple act such as leaving a bottle of either medicine or wine in her cell immediately turns her back to loving him. This means, as long as the Joker lives (As evidenced by Injustice and Injustice 2) She will always revert back to evil if she has someone to hold the door open for her
It isn't that bizarre that on Harley's wedding day, a day she had been dreaming of for years, that she would get so angry at Joker screwing up the mood.
To be honest I love the whole anti-hero thing but I prefer her as being just a villain and just as sane as the joker. For me I love their relationship its really interesting and so is her character.
