In the comics this school is only for the G-men a parody on the X-men. Here in the show the school includes a wider arrangement of supes. At the same time marie moreau name is similar to ororo munroe otherwise known as storm from X-men.

Also Goldenboy was being amplified by his brothers (blood I think?). Without this, Jordan is unmistakably stronger than Goldenboy. Maybe not as strong as Sam since Sam is much stronger then Luke, but the fact that Jordan was able to hold theyre own against Goldboy while he had those advantages means Jordan is probably stronger then a non-amplified Luke, and probably number 1 in the school.
After I started watching this, I realized that there's probably more than a few supes that can gang up on Homelander, but Vought focuses more on how to make money off them, over teaching them how to properly use their powers
My thing is what if Luke (golden boy) would have made it to the 7? Homelander was not about to share that spotlight lol. The only person he willing to hand it off to is his son Ryan.
Homelander is way more popular than Golden Boy. He would have nothing to worry about provided Luke does like everyone else in the 7 and stays in his place. Homelander only kills people who he believes are a threat to his popularity.

This is also why it matters how quick they are on the draw. They were literally able to shift from the time it took Brink to fire a gun at them.
