No one is talking about the shifting. When you drive on a straight road, what number are you using in general? When you stop do you shift down?
The wires should be on other side. Release handlebars and put them underneath frame to get wires on correct side. There is a hook on front basket that wire goes through.
So looking at American state laws. A few states say they don't allow most ebikes to go over 20mph on throttle only. But a lot don't have anything to say with PAS going over 20. So it is more than likely their way to sell to more states.
