I don't think he is Chosen one from fallout 2, although i was only 14 when I played Fallout New Vegas lol, but you can just ask around the people in town and this guy it's just another crazy resident that lived there his entire live, perhaps the connection could be the chosen is indeed there and crashed his car and leaving his "that gun" there and for some special reason this crazy person have this nicknamed called Nobark. But i think it has nothing to do with chosen one, aside from him being there signaling a message that the chosen one was once there to keep NV in a canonical order. I think it's just a thing to make NV seem canonically and official, that's all there is to me.
