Considering Mario is the hero of the Mushroom and Flower Kingdom, Luigi now owns a hotel and is a ghostbusting legend, and even Wario has millions and saved his own kingdom, Waluigi world definitely harbour some feelings of envy and resentment towards his 2 rivals and partner in crime.
Waluigi has a lot of rose powers in the sports game (besides some tornado stuff). Considering his theatrical eccentric personality I don't think it would fit entirely

Smash has always made fun of Luigi for being the second banana. His unlock message in 64 and Boxing Ring alias calls him the "Eternal Understudy", one of his unlock methods in Melee requires you to finish the Mushroom Kingdom level in Adventure Mode with a 2 in the seconds marker, one of his unlock methods in Brawl requires you to play 22 versus matches (the only one in the game that's vs match requirement doesn't end in a 5 or 0), and both his Codec Call and Palutena's Guidance even make fun of him for being the second banana. Sakurai just loves laser-focusing on that aspect of the character.
The Codec Call and Palutena's Guidance do have Snake and Pit stand up for Luigi, so there’s that. Sakurai kind of downplayed it in the fourth game, which was for the best because it wasn’t funny. It was mean spirited.
To be fair, Luigi tends to get picked on in the Super Mario series itself as well, so it kind of makes sense. (Mario Golf 64's opening where his ball is OB compared to Mario, Peach, and Plum; Super Mario 64 DS with a few of the Toads; the Mario & Luigi series, etc...) But it also gets balanced with him getting respect as well. He has better physicals than mario in most games as well, with a higher jump and more speed. It’s more of a Z Goku and Vegeta thing in terms of strength now and I’m happy nintendo took it that way
I think the thought process of Negative Zone was one of the bigger influences for the Mr L storyline in Super Paper Mario. I wouldn't be surprised if the two were being worked on at the same time. Negative Zone really makes me wish we could choose from multiple Final Smashes.

However, he had to be brainwashed to unveil his true feelings, because despite all his frustration and jealousy, he still loves his brother, and knows how much it would tear him up inside to know how he feels. He takes the selfless action for the sake of his brother. That is also why Mario fights so hard. Not only is the entire multiverse at stake, but also his brother, one of the people he cares more about than pushing or a toad or even peach. He has to save his brother from himself. (lol, as if. Bowser Carrie combo goes hard)
Yet, one has a story yet untold, who lives in absolute darkness. the opposite of the shadow, and the brother of a flip, the one in purple. He is left in darkness, and grows weary. one can only pray he is released, for day by day, he grows stronger in the darkness. he was almost born from it.
To me the Negative Zone always felt like a great interpretation of Luigi's treatment by NPCs and Partners in Superstar Saga and Thousand Year Door, combined with it reminding me of his first _significant_ playable appearance in Super Mario Bros. 2 where there was as shadow dimension within Subcon accessed by throwing a door potion on the ground. Yeah, I know his physics were a little different in The Lost Levels but it was pretty minor and not especially helpful. As for Bobbery, I think he's genuinely interested in Luigi's stories, as he's always loved adventure and finds these tales thrilling.

I love Negative Zone sooooo much, while people say Poltergeist 2000 is a better final smash, the reasoning seems to be only because it's based more off a game. From a reference point yes, it has a more solid reference, but it's just not as interesting to me as Negative Zone, it's pretty much the only final smash that places a hazard on the stage instead of needing to grab opponents or hit opponents to function

You forgot to mention that Luigi in most games has either reused Mario's lines or been a color swap of Mario, literally being a shadow to mario due to the literal similar looks each have. Luigi was sparsely his own entity in the games, only having special abilities in Mario Lost Levels and a unique look in SMB2 USA and SMW JP, up until nintendo got a proper grasp of the brothers in the 64 era.

A fun headcanon I built around this over time was how Negative Zone actually was a by-product of Ashley from WarioWare, if looking at how her spells works in SSB4 whenever you get her as an Assist. I imagine Luigi happened to stumble on her and she wanted to study this growing dark energy in him (all the envy/depression Luigi accumulated in 2000s' depictions of his adventures), and wanted it unleashed for that purpose in promise of helping Luigi be more braver and even able to gain everyone's respect to stand next to Mario even. However, over time as Negative Zone only made Luigi seem more of resentful at Mario in everyone's eyes + him not holding ill will at Mario despite his envy, Luigi eventually ended shedding this diminishing darkness in him off over time as he found more times to shine and be respected by more people in 2010s' onward. Whatever was left of that then got taken by Ashley, which she uses in Smash-games these days. In anycase, this is an interesting study on Luigi's earlier depictions and reputation that was pretty rampant at the time, especially if evidenced by his internet-depicted persona who was pretty much a No-Respect-Guy like Daffy Duck. While in 2000s this sorta made sense in a tongue-in-cheek way due his second-banana history so long, it started to fall off as the massive love from Luigi's fanbase really came in droves in growing social media. It's definitely why it doesn't work as well anymore - and why I'm glad Luigi has switched to Poltergust since.
Fun fact; Nintendo HATED the implications this FS made. Therefore, they made Sakurai change it, as well as toning down the jabs at Luigi being second fiddle. Remember, without Nintendo’s license Sakurai is nobody and completely expendable, so he’s more or less forced to comply.
Shadow wizard money gang, we love casting spells! Depression and jealousy manifested into shadow magic from being in his brother’s shadow. Very interesting. For the longest time, I just thought this was a weird way of paying tribute to the minus world bug of the original Super Mario Bros.
In the trophy illustration Mario out of everyone else is the one chosen let alone the only one, and he's asleep. Mario sleeping has an even deeper impact than him being dizzy. It truly shows Luigi's not here to hurt his bro, he just wants to take over. And he does take over during Mario's sleep, because oddly enough, they decided to surround Mario with a huge amount of Luigis... they are not here to just represent Luigi in motion, no... they are actually very well placed and nearly cover Mario completely! That trophy screams "It's my time to shine" from miles away. I meant to say something a little bit different but I lost the idea in the process 😅
More than jealousy, if Dream Team showed something was fear for being left behind, fear Mario won't need him or want to be near him, fear he will never catch up with Mario and he will be forgotten, truly sad but gives a lot of value to what he is and represent
Funny thing about Luigi’s Mansion is during the development of the game Mario was supposed to be the playable character not Luigi. It got changed to Luigi being the playable character over Mario mainly due Nintendo thought it would be funny as at the time Luigi was the biggest scaredy-cat and it would add humor to an already creepy game.
Negative Zone really is a manifestation of his inner feelings. It doesn't cause knockback or physical damage, it only inflicts status effects. I believe this may represent how Luigi can only live in fear and ridicule until his emotions are unleashed. But they don't kill anyone. That, Luigi has to do himself.
I say waluigi would work with this too, because he is like luigi from this time, exept more confident, but more angry probably from being out of the spotlight completely.

Honestly Luigi's negative zone has always made me think of Super paper mario. the dark prognosticus and dark luigi/mr L and Dementio. Also in Super Paper Mario.. Luigi is quite brave.
In conclusion, Luigi is written as a realistically good sibling. Even if you have some envy of your siblings, you'd do anything to help them and make sure they're okay. It's only when parents pin siblings against each other (which ISN'T the case for Mario and Luigi) that there's REAL animosity between siblings.

Luigi was sparsely his own entity in the games, only having special abilities in Mario Lost Levels and a unique look in SMB2 USA and SMW JP, up until nintendo got a proper grasp of the brothers in the 64 era.

A fun headcanon I built around this over time was how Negative Zone actually was a by-product of Ashley from WarioWare, if looking at how her spells works in SSB4 whenever you get her as an Assist.
I imagine Luigi happened to stumble on her and she wanted to study this growing dark energy in him (all the envy/depression Luigi accumulated in 2000s' depictions of his adventures), and wanted it unleashed for that purpose in promise of helping Luigi be more braver and even able to gain everyone's respect to stand next to Mario even. However, over time as Negative Zone only made Luigi seem more of resentful at Mario in everyone's eyes + him not holding ill will at Mario despite his envy, Luigi eventually ended shedding this diminishing darkness in him off over time as he found more times to shine and be respected by more people in 2010s' onward. Whatever was left of that then got taken by Ashley, which she uses in Smash-games these days.
In anycase, this is an interesting study on Luigi's earlier depictions and reputation that was pretty rampant at the time, especially if evidenced by his internet-depicted persona who was pretty much a No-Respect-Guy like Daffy Duck. While in 2000s this sorta made sense in a tongue-in-cheek way due his second-banana history so long, it started to fall off as the massive love from Luigi's fanbase really came in droves in growing social media. It's definitely why it doesn't work as well anymore - and why I'm glad Luigi has switched to Poltergust since.
This Final Smash would've been so broken in Ultimate.

In the trophy illustration Mario out of everyone else is the one chosen let alone the only one, and he's asleep. Mario sleeping has an even deeper impact than him being dizzy. It truly shows Luigi's not here to hurt his bro, he just wants to take over. And he does take over during Mario's sleep, because oddly enough, they decided to surround Mario with a huge amount of Luigis... they are not here to just represent Luigi in motion, no... they are actually very well placed and nearly cover Mario completely! That trophy screams "It's my time to shine" from miles away.

Funny thing about Luigi’s Mansion is during the development of the game Mario was supposed to be the playable character not Luigi. It got changed to Luigi being the playable character over Mario mainly due Nintendo thought it would be funny as at the time Luigi was the biggest scaredy-cat and it would add humor to an already creepy game.

Negative Zone really is a manifestation of his inner feelings. It doesn't cause knockback or physical damage, it only inflicts status effects. I believe this may represent how Luigi can only live in fear and ridicule until his emotions are unleashed. But they don't kill anyone. That, Luigi has to do himself.
I say waluigi would work with this too, because he is like luigi from this time, exept more confident, but more angry probably from being out of the spotlight completely.

In conclusion, Luigi is written as a realistically good sibling. Even if you have some envy of your siblings, you'd do anything to help them and make sure they're okay.

Jokes aside, my interpretation on this is that Luigi was originally meant to be a villain some times later judging by how much hate he built towards mario, but then they changed their mind and decided to keep him as a good guy. And I actually love how Mario begin caring about him more ever since he saved Mario from the haunted mansion.
