Would be interesting if only the town center kept its range to provide a bit more early game security and limit the ability of units to attack things under the town center.

I don't know if it's possible, but letting only the starting TC have the standard range seems like a good compromise.

the two houses right next to each other in the center, mixed with how tiny the map is, makes me think of this as a civil war scenario.

A town center is 4x4 tiles.
So a real tiny map would be 8x4

in nomad you start with 3 vills so a real tiny map would be 2x3 tiles for all vills to fit in
