There is an obvious reason for that. Many living throughout the south and plain live in states that are among the poorest in the nation. Many of the people who live in this region rent because they can't afford to buy a home. So your idealistic perspective about the kind of houses that should be built there is not realistic.
Im not a climate change denier, but I dont think tornadoes are getting worse. They are filmed and documented more because of technology and everyone has a cell phone with which to film them.
