That is true. However, vitality and IQ affect the HP and PP earned for that one level up. For example, if you gain a level, and earn 1 vitality during the level up, Ness will earn about 10 HP. However, if Ness gains another level and earns 0 vitality during the level up, he will earn around 0 to 3 HP. The amount of stats you earn each level is completely random each time, so sometimes when I gain a level and don't earn much, I would reset to reroll the amount of stats I earn. Well, reset as in go back to a previous state. For a run like this, getting more vitality is essential since I have no defensive items.

@17:31 i think its because of story elements since Poo is more PSI based and doesnt use his body that much, kind of like how he doesnt recover as much HP as the rest of the party does when he eats hamburgers and stuff like that. Other than that, idk either
I know this video is a year old, but I scrolled down and no one seems to have answered why Poo did less damage... I think it might be because Poo usually relies on his legendary hero weapons to boost his stats. Maybe his stats are held back until he equips them? I don't actually know, but that does seem like a likely possibility.
It's actually because Ness has a higher damage multiplier than Poo. Even tho, nobody talks about how Level 99 Poo has 208 Base Offense while Level 99 Ness has 178 Base Offense
