if there's a lot of peeling either pressure wash it off or sand it depending on how bad it looks. For me personally i dont care how it looks as long as the paint sticks and wont come off immediately. And i'd also recommend to sand it if its been a long time or never been sanded. Paint will be in much better condition next year so its easier to apply next paint.
How did you lift it up to paint under the bunks?

Full face respirators are essential. You will drip paint on your face.
