To answer you question sincerely nobody else did ...yes... yes you can just like adding roms over wifi just make sure it goes in correct folder.... this how I do it
@RetroPie Guy, Im doing mine now, but all i see when i put my SD card into my PC is an Overlays folder and nothing else. No boot, no Retropie, nothing like what you have at all. I got the 512 gig card.
My splashscreen shows when i turn on the raspberry pi , im running it on raspberry os , how do i change it to boot when i open the retropie not when i boot raspberry pi , hope i explained myself well.
I'm not too sure about that. Sorry...i've never had a setup like that. I only use micro sd cards with retropie to boot directly up on the pi when I power on. I've never used retropie through raspberry pi os. Only used the two separately.
This.. is... Thee... BEST CHANNEL EVER!!!!!!!
I don’t know where you’re looking but I don’t have a retropi part of my sd card or a home folder anywhere
Can you also do this over WiFi via IP Address like adding Roms?

Try accessing the files this way. Much more reliable method these days.
