    Why can’t identified usecases/scenarios be treated as requirements?

    Very well story, which is systematically discussed. If the thought of SOTIF is coming earier than the thought of traditional functional safety. Why has the functional safety to be applied earier the SOTIF test activities practiaclly after assuring the avoiding the malfunctions and systematic software errors? I think that the thought about something has to be linked simultaneously with the activity to be covered, not the other way around. could you please explain your opinion? Thank you.
