I love that you got how sweet and cute the movie was. A lot of people just see the weirdness (which is definitely there) and miss how wholesome it is to embrace the weirdness.
I forgot how hilarious this movie was. I remember seeing it in the theater with my Grandpa. He thought it was the stupidest movie ever, but I loved it.
To me this movie is much more enjoyable than other more straightforward cringe/awkward comedies because it's so clearly infused with a ton of heart and warmth. I just love the stilted (in a good way) mood of the whole town and it's inhabitants. Kip steals every scene he's in, and there are a bunch of amazing side characters. Uncle Rico is hilarious - and his shirts are mint. Bona fide classic film for me. I think if you were among the "popular kids" back in the day you might not get this film, it's very much for the underdogs. I love it.
"hunting wolverines"? I now think he actually did it, because in his living room there is light color animal hide spread out on the wall by the front door.

The actor who plays napoleon dynamite was only paid 1000 dollars to be in this movie because they didn't have the budget to pay him more or to even pay anyone else
I love that this movie had such a low budget but became one of the biggest cult classics of the last decade. It was brilliance! I hope they were more than paid after they became successful

The reason for so many dated clothing/references is the way that rural and small towns lag behind the trends of major cities and the coasts. This doesn't make it bad but it's something that you see in a lot of small areas.
Fun fact. In real life, the Llama belonged to the director's mom. The Llama's name is Dolly. Dolly Llama. True story.
