I think cell CAN beat broly, just that he WOULDN'T beat broly. If one of us plugged our game controller into cell, it could be done. he has access to abilities he never actually uses in the story and he starts acting like a saiyan instead of being cold and smart like form 1. Cell should use kaioken spam. Since his body is a composite of frieza (most durable species) namekians (super regeneration) and saiyans (zenkai that apparently works even from self harm somehow), he should be able to just spam kaioken to the point of blowing himself up over and over again until not only does he surpass broly, but can kaioken better than super saiyan multipliers. And since broly has effectively limitless ki reserves, cell should never have the problem he had vs ssj2 gohan where he got a huge amp but had used up energy in the process and therefor wasn't full power.
