So, Summer burned bridges and thought that she could just come waltzing in and be forgiven like that. Should be common sense. If you go after someone else's fiance, you need to be ready to lose that person from your life forever. If that person is a relative, be ready to lose your family too. I do think June was a bit harsh with the grudge...after all, when you think about it, Summer actually did June a huge favor by saving her not only from a lazy cheating husband (who will likely cheat again) with a spending problem, but also from in-laws from hell...an inappropriate pervert dad and an entitled mom. Although I totally agree, given Summer's attitude and actions, that there is no way June should let Summer's family live with her. But in June's place, I would at least be compassionate enough to send her a huge batch of mom's Mac and cheese.
Summer would see June's husband as a better prospect than Frank, and make a move on him.

I feel bad for Summer's kids, they deserve better but sadly Summer has ruined any chance of help(with her family at least) & OP has no reason to help as she has her own life/kids to deal with & it's already going to be a lot of mean dealing with her own twins. I want to imagine at some point OP eventually takes pity & manages to get Summer to give the babies to some relatives on their side(mostly cause at this point I don't trust Fred's) as Summer & especially Fred are not fit to be parents & the babies won't be in a safe environment. OP can in a way be in her nephews' lives as a relative without Summer being involved & the family can make sure they're safe & don't end up like their mom nor dad this way.
Summer is getting what she deserves though I hope Fred & his family get karma at some point as they should be punished too.(While all of them are terrible the dad & Red deserve it the most cause pervert creep dad/FIL & deadbeat Fred failing to get money in the stupidest ways) I kinda hope the dad/FIL ends up in jail or something scares him enough to learn not to say creep perverted things or else face something horrific. Really hope something leads to Fred being forced to get a job, maybe eventually Summer has been punished enough that she's eventually able to get a divorce & leave him(also going off the idea the kids are taken by relatives so no need to worry about them) & his family to go suffer on her own. Fred is finally forced to get a job to care for himself & his parents.

If those twin infants are being left unfed and in dirty diapers all day by the MIL, then CPS (or equivalent), needs to be called. That is neglect and abuse.
OP can hate her sister, her ex and her ex’s family all she wants, as well as refusing to meet, interact with or have anything whatsoever to do with her nephews. That is all fine and dandy. But if she knows that those boys are being neglected and treated poorly, she should at least have the decency to call authorities so the boys can hopefully get the care and help they need.

Summer should call cps while shes at work, and tell them shes the mother amd cant help her poor babies during her (time here) shift, and that theyve not been fed or changed since she did it before she left.
Then when shes taken in for questioning she can spill everything shes told her sister and get everyone else in that family arrested.
You don't have to forgive her, but call cps so that her kids aren't living like that. For real, how can you be okay knowing that the kids are starving and sitting in their own filth most of the day?
