    This is the New Clark City, a new and sustainable metropolis that is envisioned to be the growth driver of the Philippines. It is the modern metropolis envisioned to be the growth driver of Luzon. This project aims to transform the 9, 450 hectares of land in Capas, Tarlac into a pollution free city that can combat Manila’s dire situation. The land area is said to be larger than Manhattan which can accommodate up to 2 million people and the construction is estimated to cost $14 billion dollars. The design of this project will prioritize environmental sustainability and climate resilience. To reduce carbon emissions, two-thirds of New Clark will be reserved for farmland, park, and other green space. The buildings will incorporate technologies that reduce energy and water usage. As it aims to be a pollution free city, driverless cars will roam the streets, running on electric energy rather than CO2-emitting gas. Additionally, the city will feature a giant sports stadium and an agro-industrial park. What about the flooding? The large green spaces will allow space for flooding that will not harm infrastructure and the buildings will be constructed to withstand natural disasters, and it has a minimum elevation of 184 feet above sea level which means it will likely not see much flooding. The New Clark City will also be divided into five districts, each with specific functions: government, business, education, agriculture, and recreation.
    Although this project was conceptualized before its time, the Duterte administration embraced it and deemed New Clark City a “legacy project.” Project implementation is ongoing, and this administration will likely see at least the first phase of the development completed before its term ends in 2022. The New Clark City will take 25 to 30 years to complete and plans to avoid the mistakes made in the nearby Manila. Manila has the highest population density of any major city in the world, with 107, 000 people per square miles compared to a population density of 27, 000 per square mile in New York City. The urban project aims to contrast the deadlock traffic jams of Manila and be an example of the “city of the future.” The entire development is being managed and overseen by the Bases Conversion and Development Authority or BCDA, a governmental agency in the Philippines. For this, the BCDA had signed a 50-year contract with the Filinvest group for the development of a 288-hectare land in New Clark City into a mixed-use township. BCDA aims to continuously modify the city’s plans as technology rapidly advances and new green solutions become possible. With nearly 13 million people in the Manila metro area, this will help reduce population pressure on the capital of the Philippines. However, the real goal is to be an example of how Manila can adjust and advance their infrastructure to cope with the ever-growing number of cars and people.
    Even though this project is nearly perfect as the solution to the problems in Manila, some top government officials questioned the potential of this project and even thought of it as a crazy idea back in 2012. However, after more than a decade it started making a lot of sense given the billions of pesos being lost every day because of the traffic congestion in Metro Manila. Unfortunately, this ambitious plan has to face several challenges, including persuading Manila residents to move there. The Philippines also struggles with economic development and building an eco-city from scratch will come with a hefty price tag.

      @@dan.2335 Where did you get your info from, on the 10 years to fully complete NCC. BGC is only a 2.5km2 development and it took more than 10 years to complete. NCC is a 94km2 long term project......

    Good solution to the overcrowding in the metro. And easy migration from the upnorth. Hope it will surpass the success of BGC. Mabuhay ang mga masisipag na pinoy(engrs, archi, painters, masons.etc). Great job for integration of an eco-friendly community w/in a city.

      They will have habal habal drivers and jeepneys to transport slaves like they do in BGC and the Ecozone of Subic and Clark. It is very sad to see Hundreds of Filipinos line up to ride jeepneys in the morning to enter Subic and Clark.

Other countries have to import workers because they abort or prevent birth of their own children. Don’t be sorry for the Philippines. The Philippines is blessed by God everyday because of the holy masses they send to heaven always.
      Look at how the Philippine cities and towns are growing while advanced countries are stagnating or declining. Look at the 21st century cities only the Philippines have compared to old 20th century cities in other countries.

    It is ongoing.
    Many businesses in Metro Manila are going there. Private organizations and corporations are also going there.
    On the other hand, Metro Manila is undergoing revival. People are liking it.
    In any case, it will only take 10 years to do that. Why? Because private corporations and the government have money to spend. Unlike before.

    As long as the job there is not "provincial rate" definitely it will attract a lot of applicant. And the population of metro manila will slowdown. Otherwise if the wages/salary is low. Metro manila population well still jam-packed with freshly graduate student from the province.

      Thank you! This is all I could think of when I see projects like this--at whose expense? And at what cost--not only to other humans, but to the land, to the waters, to the ecosystem. Besides, this entire area is the traditional homeland of the Ayta peoples--how will they benefit from this takeover? So easy for us to say, "Just relocate them elsewhere" but if that were you and your connection to the land goes back generations, where your very culture and identity is tied to and dependent on that particular ecology, will you happily up and go just because others need your land?

Lahat ng facilities sa sea games, is for the development of Clark. The athlete village that was part of BBB is now turned into condominiums. The stadiums is to beat MOA and other world class facilities is to be utilized for the development of Clark.

    The new city claims to emerge from city planning mistakes of the NCR. Soon this area would become our country's new face. Manila would be just a thing of the past. And I'm definitely for this! If this needs few decades to complete atleast I hope I can still enjoy this in my 40s which is in less than 20 years time.

Make other modern provinces and cityland. Person help friends to own better and more patient work hardest. Modern richest city and provinces can be making on your land owner.       It's already there and in 2025 a train from Manila to New Clark City will be finished. That would spell connecrivity and mobility coming in and out of that city.
