Restraining orders are mostly useless. People(mostly women) are harmed while on a RO or PFA all the time. Most police depts. are too busy to bother with complaints about violations, or the response is usually late. Attorneys love getting paid to file them.

Yes, it is but security guards have little to no discretion on how they carry their tasks. It's up to the employer/property owner to decide what they can and cannot do. Unfortunately nowadays unless the guard works in retail theft prevention it is usually observe & report only.

I have looked at this guys behaviour and i think any “Reasonable Person” (as defined in detail by Lord Diplock in DPP v Camplin 1978) in full possession of all the available facts would say he was being unreasonable and should be required to leave the area.
