I think this will not work because the inlet of water is at lower level than the outlet, unless it is a ram type, besides whats the purpose of the 2 vertical pipes? Since I dont see any check valve attached to the system

Or your inlet suction pipe and outlet pipe ground level will be same it will work. but if you make elevation from river more than meters it will not work.
