A friend of our when she was small ,had a cow she raised from a calf. Bottle fed it,loved it took great care of it. She was in 4 h and had entered it in a local fair. Well part of being in the fair, the owners had to leave the animals in the class at the fair overnight Her parents said no way ! People were awful to the animals as they came through.. - tormenting them - feeding them junk like fair food. Never again.
You wouldn’t try to grab the collar or leash of a guard dog. So why would you think it is appropriate to grab the bridal or reins of a guard horse? They intentionally raised to not be ultra friendly with people that aren’t handling them. Plus there are big black signs posted that say beware horses, biting kick.

I haven't had the opportunity of visiting the UK. Still, I think that the monarchy is allowing us to see this close their royal guards, is amazing. I hope that as tourists, we can learn to be more respectful towards them since they are just doing their job ♡

No, you can't blame the horse for improper training. That is bad manners for any horse to have. Being the kings horses, they should be trained not to bit. And there are ways to do this by commands and lightly tapping on the shin with your foot.
