Better idea; don't use this recipe. People pass off complete garbage as some sort of useful recipe all the time. Either this person is ignorant, or is grifting you for money.

Then put them on the potato while everything is still hot, bake for a little bit to stiffen and add the cheese and broil to brown. I'll likely add a dash of parm as well, for flavor.

I used your recipe almost to the letter, being that I used different seasonings. I did it 2 ways. Way #1 was exactly as you called for. The issue I ran into was that the grease from the meatballs was far too overpowering for the dish. I used 90/10 grass fed beef, because I was afraid of this, hoping the 90/10 beef would not be fatty enough to have this problem. Way #2 was done almost exactly as called for, except that I cooked the meatballs halfway before putting them in the mashed potato crust, allowing them to cook fully during the baking process. This turned out far better, as it had far less standing grease that had to be slopped down, but enough that it gave flavor to the mashed potatoes. Just as a note, I used pureed garlic in the meat. Or cheaper yet use a paper towel to sop it up. Not rocket science here. I guess some folks just can't help themselves. On a more pleasant note: I find I do not care for the mash potatoes. Next time I'll put down a pita or a couple of flour tortillas instead.
Can't you just use a round glass casserole dish. Why all the extra work with the foil. Only to then have to transfer the finished dish into another dish.

Use a foil pie pan and then eat out of that when done. No mess and easy clean up. Just put it in the oven on a tin pan so its easier to take out.
