There's a confusion. Kwek kwek was originally fried old balut (duck egg with a chick) dipped in batter. It's a poor man's snack. The concept was adopted in bars and restaurants but using boiled quail eggs, which is a bit more palatable to many. But the name stuck. An indirect proof: which bird gives a sound close to "kwek-kwek" while still alive?

No it's alright not to take off the hat when eating ..unless you're in a very formal occasion like a wedding reception. But with ordinary dining with friends or eating outside, that rule of taking off hats may not be observed.

If you are in the Philippines, all that food will only be around P330-400 pesos or less than USD10, just saying it really is so expensive there.

It's the US though. Cost of living is at least 3x higher. Salary is commensurate to cost of living more or less.
That much food is at least ₽900, both in size and selections. They're not Goodah-sized portions either.
