2:38 Stormworks actually doesn't scale stuff randomly, that's just how blender shows scale. You can see this by pressing N while you have a block selected and it will show the dimensions, for some reason blender shows normal scale as half of the dimensions.
chances are you named it mod.xml.txt. if it still says its a text document you can enable file extensions in file explorer in the view tab and rename it to mod.xml

@SentyFunball For the text file, when I change the name to "mod.xml" it's not really changing the file type, do you know how to fix it?
