Ive thought that all along. Despite the fact that she knows dorothy could go home at any time, she sends her to Oz who sends her to kill the wicked witch, then when she gets back to oz oz leaves to bring Dorothy home. In my opinion, Glenda knew that would happen, and used Dorthy to make herself the only powerful person left in that world and become the ruler of the land.
