I guess there's nothing wrong with PIA technically or the skill of their pilots, it's only that they tend to be lax and break rules abroad (especially in the West) and end up blacklisted there. They are still the major national airlines inside of Pakistan and most people trust them in the country. Whenever I visit my family back home, I also use PIA within the country. But if I'm traveling internationally, long-haul, I'd rather go with Emirates or Qatar or one of those airlines.
The reason for the ban was a political scandal, a political leader who was in power at the time said that the licence of the pilots are fake, etc. That's why it became a ban. Passing a flight test is one of the hardest things in Pakistan. PIA had the best pilots in the world that can land in any condition possible even in condition of war
