Yep, I am in Australia and that's why I have a Ducati Monster because they are rated at 53bhp but make 52hp on dyno so they should be more like 62bhp rated. The GT650R is really easy to de-restrict, I am fairly sure you just remove a retricter on the throttle body so you can give it full throttle but google to check. I have seen dynos of GT650s making just under 70hp at the wheel.
I found some more info, These are rated at 53bhp restricted and 83bhp un-restricted. If your bike is restricted then I would assume you would get ~20hp more on dyno once it was de-restricted.

Is this bike restricted. 54hp stock... that's really really crap. My Ducati Monster 600 made 52HP on dyno and it's rated as having a lot less power than this bike. I was considering selling my M600 for a GT650R then de-restricting it for a faster leaner legal bike but looking at this it will be slower as the M600 is a lot lighter.

Nope, GT650Rs cost more than what I paid for my Ducati, Also Ducati's costing a lot to maintain is a myth from what I can tell. I have done 18,000km on my Ducati and havn't had a single problem. I service it my self, no different to any other bike. Are you sure your bike isn't restricted it should have like 70hp at the wheel.
