When the founders created congress they were all already rich and actually doing it out of a desire to do "public service," not to make a career making money in public service. Protocol is the suggested ettiquette. It's not always enforced but asked for politeness. Rules are protocol but protocol are not rules. Rules are law. We the people need to demand an amendment to include term limits for congress and judges
We the people also need to vote on anything that has to do with Congress getting raises and perks.

The better solution that fits everyone, no matter if you are a democrat, republican, independent or alien, is TERM LIMITS. When the founders created congress they were all already rich and actually doing it out of a desire to do "public service," not to make a career making money in public service. You'd be astonished how members on both sides would change from this combative nature to one of collaboration if they could not be afraid that "agreement" would cost them their career.
