    Daily summary
    Impact
    • Life and property with around 40 lakh people, lives of over 80 people, Kaziranga National Park, 3,000 villages, 1.3 lakh hectares worth of crops. Worse is it’s an annual affair.
    • The power infrastructure paralyzed since power plants fail, affecting the entire infrastructure
    Why?
    • Encroachment into the flood plains impeding the water flow of the Brahmaputra river and its tributaries. Construction of highway, building impeding the water flow.
    • Unstable river channel and a large number of tributaries, aggravated by deforestation.
    • Tropical rainforest climate
    • Jhum cultivation
    • Silt accumulation in the rivers especially Barak------->river changes course
    • Climate change and river change pattern. The periodicity of the flood is going to decrease and intensity is going to increase due to climate change. Melting of glacier releases immense water. The U-turn by the Brahmaputra is more prone to flooding.
    • Wetland encroachment which works like a sponge during the flooding.
    • Flooding is natural and essential for fertile soil (laterite soil of northeast is poor in the nutrient) and Kaziranga but the excess is problematic.
    • Failure of the implementation of silt removal program
    • Dam on the Brahmaputra releases hight water adding to the problem
    Solution
    • Flood zoning and management of the flood plains, preventing human habitation which prevents water flow
    • Good policies and integrating it with our economic goals so the short term goals of profit do not compromise our long term goal of holistic development
    • Flood control projects in the upper catchment areas
    • Rehabilitation
    • Good forecasting for an early warning system.
    • Regeneration of the vegetation, using the nature itself.
    • Surface hydrology of the area should be considered while planning, Proper surface scientific mapping, and identifying the flood-prone areas. Dredging is not sustainable.
    • The embankment should be repaired.
    • Infrastructure and building should be designed scientifically.
    Government
    • Integrated flood management program
    • High-level flood control committee

Flood crisis. What situations, loss of both human and property and climatic areas. Displacement, disease, deprived of basic facilities would take place.... Problems. : nature itself + encroachment by human in terms of making infra + tilt to go with plain for vegetation + not much focus in wetland areas + siltation and changing soil patterns (mix up of alluial soils) + jhum cultivation + geographical location itself (brahramputra riverine downslop and turn 90 degree in plain of Assam.) challenges: (1) occupation of people such as fisheries , field of tea, lead to encroach these areas. (2) forecasting for monsoon how much rainfall take place . No fix and stable guess . 3) desilting programme + engineering cost much expensive. 4 ) problem with balance between development projects and wetland and climatic areas such as sanctuaries. 5) problem in maintaining emotional touch of these areas people eg: water planning system when it is started many of the people will have to displace, but their culture, regionality, identity linked with earlier ares where they live present now. 6) maintaing rehabilitation programme. Mainly solution are (1) use of I G S T technology for mechanized areas for which scientific mapping take place. 2) plan with water mean let flow river its natural pace where stop encroachment every type. 3) work on flood zone regulation. 4) maintain wetland areas. 5) proper mechanism of discharging water from dams. 6) work on recommendation given by high level committee in year of 2016. 7) local people suggestion need to taken....... . 8 ) work on rivercourse and flood model project .. Way forward. Govt need to focus in these areas. We have to make plan with water not against with water. Most importantly, govt will have to take steps in a appropriate and mechanized way. Take suggestion from bottom to top approach and implement and fix accountability from top to bottom approach for which upper level employees focus and resolve this issue in a proper way..

However, politically and economically it has crossed a point beyond pragmatic solution, and definitely not from any armchair expert. Not exactly pointing the distinguished panelists.

If there will be Animal entrance test for Kaziranga national park than mandatory and desirable requirement for all candidate animals would be swimming for 3 hours... every year these animals swim to Krabi anlong foothills....😢 atleast provide animal some swim suits life jackets and speedboats if some fund still available for them......
