Why does the Flametrooper at 2:50 have a Pauldron? I thought only Allies with Stormtrooper in their name could advance, did I miss something?

You’re correct! That Pauldron should not be on the Flametrooper.

So, say you have a First Order Stormtroopers card in play, which you have promoted to be a First Order Stormtrooper Officer. Does that card behave as a First Order Stormtrooper Officer would? Does it have 3 strength? Do you pay 3 ambition to keep it in play after a Vanquish action?

It does not change what the card can do. Only its rank. :)
