Personally as man like big breasts on women like about 1/3rd of men out there. The bigger the better. But I see what kind of problems it can cause.
A friend of mine had very big breasts too. She literally trained them smaller and has for years a strict gym regime mostly based on compound movements. Especially rowing compound movement strenghtend her back so much, that she reports no backpain anymore. She also wears special bras for sport of course and runs on gyms threadmills. Actually she is even more fit than me. Ciropractor may help in the short term, but the real problems most probably are thight back muscles because of the breast weight leading to short back muscles and therefore pain.
Before doing the breast reduction (and I totally understand why you're thinking about it), get a gym membership and try following training plan:
1.) 8 minutes stepper or running for warm up
2.) Deadlift 2 sets first, after 2 weeks go for 3 sets
      3.) Squads
      4.) Bench press
      5.) Barbell rows
      6.) Military Press
Do this workout 2-3 times a week. Your back first will feel more stiff, but strengthen over the period of some months. If it gets too stiff, go to your chiropractor another time or get a massage.
If it really shouldn't help after 6 months (90%+ chance it will), well, than you should really probably make the breast reduction.
Ah yes and building muscle on a short person like you, it's easier than for tall people - at least for the upper body. So this is also an advantage you have going for you. Wish you the best!

Poor posture, sleeping positions, repetitive movements for work, standing too long, bad foot ankle knee(s) hips etc can ALL make your spine not be aligned.
