when I bought the house there was paper there. I have found with the houses situated in the coal mining and steel works area this is very common. I can only assume that it was used to hide the damage done by the coal dust during the industrial revolution as it hides a lot of repair joints etc. Thanks for visiting and commenting
If the paper is that old why not replace it entirely? It is clearly very dated. Is it a protected heritage feature of your house or something? I have never seen wallpaper on a ceiling before. Must have been a brute to put up.
I would never buy a place where they papered the ceiling. Besides the fact that it looks ugly, it’s a red flag to other expensive problems. There may be damp in the corner or the owner is masking a crumbled ceiling which may crash down to the floor when the wallpaper is removed!

Better to soak raised seams and edges first, using a water sodden wet sponge. Curled paper will not flatten out again just by means of glue.

yes specially when Emulsion on paper a spray bottle with water to soften then PVA glue . that way paper will be more softer after water .

That old wallpaper looks terrible. Better to tear it all down and start over.

gee willikers....if the ceiling has any damage,cracks are just badly plastered ....its a cheaper alternative then getting replastered....
My ceilings throughout the house are papered. Except the hallways and staircases. A very nice white Paisley.
