It is asking you if you want to accept the usage of your hotspot for someone else. Like the video said, you get throttled after 10 gigs and some plans charge fees. Since you wouldn't want them to just be able to use your hotspot anytime you have it on because of these limitations, you would probably want to have the option to decline or accept them using your hotspot.
