I'm assuming they are using the flat-cars as brake tenders for the engines since there is no working brakes on the recovered engines. The workers were stringing air lines across the two engines bridging to the flat cars.
Is this the derailment that took place on Apison Pike on December 20, 2022? I did some research and it seems that Collegedale is the site of a surprising number of derailments.

The site is gradually being cleaned up and restored. There is very little train "stuff" left and it is mostly ground cleanup and restoration that is left to do.

not new, at all. They're called big johns and you can buy them from several crane manufactures now. They have their pros and cons to using them.
