Lucy Gray actually does get active in killing in the book. She taunts and baits a couple to attack her so she can ultimately kill them. I don't really like that the movie changed that because Snow ultimately sees her as dangerous and vicious because of those kills, which explains how he was so paranoid in the forest. The key difference between her and Katniss is how polar opposite they are when it comes to the balance of hunting and performing.

I know the dean says the citizens are bored of the games but in the book they were never watching to begin with. 11:38 so in the book it was actually Gaul’s idea to let the citizens get closer to the kids and feed them. The movie unintentionally makes Snow look more smarter than he was presented in the book. 13:25 what you don’t see in the movie is 2 days later they had a funeral service for the murdered mentor and to make it more sickening, they had the tributes in chains, marching in front of a truck and the truck had a crane, and hanging from said crane was Brandy’s (D10 girl) body.

This is completely based of the movie and not the book, but I personally don’t think snow wanted Sejanus to get hung. Everyone talks in the movie about how Sejanus’ father is very wealthy and can basically buy anything (He bought his way in the capital and Sejanus uses his fathers money to bribe a peacekeeper to get in the arena). And Snow thought that if Sejanus was caught for treason his father could just buy him out and have him returned home leaving Snow in the gallows, as he mentions in the movie. So I think Snow only thought that using that jabber jay would only get Sejanus in a little trouble with his father after he was brought back home, and didn’t think it would result in his execution.
Because Snow is vicious but a little naive that the Capitol doesn’t discriminate in its consequences. But he’s attached to Sejanus like a stupid little brother who won’t keep his mouth shut. But his ambition made him hateful and sour enough to overlook the obvious consequences

The book is much better at showing he didn’t just turn overnight; he already had some really sadistic opinions that just manifested even stronger through the course of the book. But he knows he has to hide what he really thinks for his own benefit, which is what we see in the movie.
He absolutely did not want Sejanus to die, but he was obviously more concerned with his own self preservation. It's confirmed by his inner dialogue in the books.
I think I left all my comments about this out of the edit, but I also thought there were too many mentors and/or not enough time with them, so I felt about them very similarly to the way I felt about the tributes….just an overall lack of connection to them. There’s a lot going on from every angle, which I think subtracted from time focusing on the secondary characters (at least in comparison to the rest of the series), and I would’ve liked to have spent more time building those relationships/personalities up (:

On the other hand, Snow is a narcissist, he wouldn't retain much information about people's personalities and intricacies, unless it is related to his interests, so the other mentors and tributes personalities wouldn't matter much to him, so it "wouldn't matter" to us neither would change much on the plot overall. At least, that's how interpreted it. Anyway, loved the reaction!
If you've read the book by now, then you know that the film took on a difficult task and then undermined its own success by making Snow too sympathetic. It was never supposed to be a love story or a good person corrupted or traumatized story: some people are just sociopaths and there's no excusing how they think or what they do. The lack of character development comes down entirely to the fact that the book is from Snow's perspective, and he dismisses everyone who isn't a threat or a stepping stone in his opinion. I'm grateful that you were able to understand that in part: so many reactors blame Lucy's "betrayal" for how he turned out, and they miss the irony of his quote at the end: what he loved was power, and it did destroy him.

Book Lucy actively kills Wovey, Treach, and Reaper via poison and snakes (because not everyone dies from the snakes and she weaponizes them).
