Pakistan has to understand that to start the talks with India they have to abandon their primary doctrine of hurting india with thousand cuts. Terrorism is perhaps the singular factor that needs to be addressed by Pakistan as it has become a global factory for Terrorism. India tried but its of no avail. Ball is in Pakistan's court. They stop their terror activities and forget about Kashmir and 370 and what not !! They have to decide whether they want Democracy or Military in disguise in the name of democracy. Islamisation and democracy alongwith Military dictatorship cannot go hand in hand. Your analysis on China and Russia is commendable.

Dina Boluarte, President of Peru, delivered her speech during Chancay Port opening inauguration by addressing her wish “to become Singapore of S. America” which also suggests Peru will start with playing a transportation hub to a manufacturing hub and possibly leadup to a business and financial hub. American geopolitician is extreme worrisome about China’s move for its emphatically break free of Monroe doctrine which first established 1850 to shut door off to European from interference, and continue to this day before by maintaining and have a complete control over seaport loadable reloadable from S. America must to go thru Panama cannel or Port Mexico for trans-shipment arrangements. In conclusion. This is a historic moments for Peru and extendable to all S. America nations and people. Look at this cycle-> India talks to civilian govt in Pak-> moving towards peace -> Pak army lose its significance, can no more hype bogey of Indian threat-> Pak army does terrorist act in India may be without Pak civilian govt knowledge-> Pak govt denies that they did attack-> relationship sours-> next round: after many years some new Pravin Sawhney talks about peace.
Problem is with Pakistan govt is that they can not control its Army’s India policy. If there is peace with India, Pak ppl will question -what did you do for country except for raking up kashmir/India threat in last 7 decades, even Bangladesh moved ahead. Why do Pak need such expenditure on army? Etc etc.

The Pakistani establishment is on a very weak political footing locally. They are desperate for peace talks with India to satisfy China and the West. It's a golden opportunity for India to engage them and try to strike a deal quickly but there is no guarantee of public support for any such deal and could be rejected at any later stage as it happened in Bangladesh. But a two-front war pressure from India will be reduced.
