I’m guessing that only those two specific hard points were configured to only carry one sidewinder each. As the A-4 was not meant to be a dedicated fighter but a light attack aircraft, they didn’t need to have a lot of sidewinders. There _were_ future upgrades that added new hard points which allowed for carrying four sidewinders (on four separate pylons) but those were not A-4Es but export versions such as Australia’s A-4G.
