I have seen comments wrongly saying this is a state govt. project. This was planned by Gadkari as Highways minister with MMRDA in 2016 and Central govt. is the guarantor for loan from Japan.
Yes it is state govt project JICA is just providing loan not giving it for free and mmrda have to pay that loan amount by collecting toll-fee. Second Yes central govt is guarantor like other infra projects. And gadkari has no role in this project except providing clearance to this project as its passing through sensitive area zone.
Metro line can still be added there, but generally speaking metro is for really short distance stations, that's how the frequency of trains coming to stations are maintained. For a more than 20+ km distance between 2 stations, a railway trian makes more sense. Anyways this proposal will be extremely difficult to approve even for NDA due to environmental reasons. The sound barriers for the trains will be a lot more expensive too. It will be extremely costly.
If metro or public transport comes, people will not buy cars. In a capitalistic society usage of public transport should be abolished, that's how it works like in america. So india is just duplicating the same. Lets see what happens in future.
Metro cannot be added now without building another bridge, rail requires strict gradient and curvature specification, stability that roads do not require. Moreover, rails are much heavier and dense, so weight will be engineering challenge.

I think we have got the fundamentals wrong here. Cost should never be a concern tbh. Indian government has a lot of money and if any infrastructure project is slated to benefit a massive amount of people, ROI should not be calculated for public services. China just keeps on building, idts they take cost into consideration, else they wouldn't have such an amazing and beautiful public transit system. As far as the point about not planning a metro line because in 2012 the Airport was not set up, it does not help. Now when the airport is almost set-up, have they even made a DPR? This project is build by maharashtra government but as usual the whole credit will get to modi central govt. because he inaugurated the project. Just like people still crediting modi and gadkari for samruddhi mahamarg. All credit goes to fadnavis and shinde as he was the transport minister.
