You can't equate the two because neither of them are similar. The first chance you mentioned was after she was killed by Rumple and Regina conveniently forgot all about her. That's not someone I need to redeem my self for. The second time wasn't a chance for forgiveness, Regina didn't know that was her so how could that be Regina giving her a chance to change? By chance to change I mean someone looking to believe in the best in that person and not belittle them. Look at Snow and Charming and they are prime examples of not giving up on someone. Regina just used the imprisonment of Zelena to just gloat how she got the upperhand and repeatedly tell her how she's going to take away her baby. That's not giving someone a chance, that's taking away their voice and reveling in their humiliation. So no Regina has never really given Zelena the opportunity to change except in 5x10. So you have ONE opportunity for change compared to dozens that has been given to Regina from not just in Storybrook but in the flashbacks as well. And sorry but just because Robin's the father doesn't give him the right to forbid the mother from seeing her child when he's sleeping with the woman that killed her son's mother post retcon.
