King Rammus is the rarest skin. Riot cannot legally give that skin away, or sell it. The only way to get the skin is to buy someone's account that already has it.

No it's not, several methods were discovered such as social engineering with support and using the code for multiple regions. Black Alistar and Human Ryze is rarer now

You can't buy skins from shops online anymore. The skin code expires after 3 days and you need to have a picture of you and id with your summoner name and send that to riot for them to give you the skin.

Jiyeon Melody Riot did a piece a while ago on rare skins. UFO Corki was like 2nd rarest it is only used in like every 1k games played. I think Twisted Fate PAX skin was the rarest. Maybe you can buy UFO Corki in Asian servers? In the west you can't.
It's not that bad. PAX TF still deserves #1, and same with black Alister and human Ryze for #2, but the rests can be changed just based off of opinions

Jiyeon Melody Riot did a piece a while ago on rare skins. UFO Corki was like 2nd rarest it is only used in like every 1k games played. I think Twisted Fate PAX skin was the rarest. Maybe you can buy UFO Corki in Asian servers? In the west you can't.
RunWhilstYouCan almost 3 million people own ufo corki, the requirement to get it weren't difficult to achieve at all.

CanVas1337 Champion ship Riven is not that rare. A lot of people have that icon, they just don't play Riven anymore because of her nerf.

I got curling veigar from a mystery skin gift from my friend today. I had no idea he was this rare.
i saw the beauty that was the Collector's edition in a store for only 15 euros back in late 2010. So far, i've seen no one else with silver kayle but myself. :( eventhough i have 2 other skins for kayle, this is my favourite.
