It is far too late and Florida is just beginning to feel the consequences of their ignoring climate change that should be issue #1 in a swamp state at sea level on the coast... you can't make this stuff up. When I moved to the tropics we only had tropical storms because the Atlantic Ocean was cooler. I knew the East Coast and the Gulf would need to be annihilated before deniers would believe there's really a change in the weather.
Most of the people driving in the storm were professional storm chasers. I watched the storm chasers when they were talking with him on their TH-cam channels.
The regret the coastal people felt is real. I decided not to put up hurricane shutters during a tropical storm. It hit as a category 3. The debris hitting my windows had me regretting my decision.
He was wearing it to help keep the rain out of his face and eyes. If it blew off, so be it. In the meantime, it was of some help. And wow, he still has it on his head.

There are some places that are struggling communities where many people do not have the means or means of transportation to escape danger. It is heartbreaking to think of how many people are left vulnerable, with nowhere to turn. Florida must do a much better job of providing the resources needed to protect its residents and their beloved pets - no one should be left behind in the face of such devastation!
